Nothing is more common than to read day by day letters addressed to the Times and other newspapers, calling for a national system of emigration?just as there is also a cry for national education. It is to be observed that such pretended systems are generally crotchets of the most unbearable and unwearable description. A man hits upon some little scheme for his own school, his own parish, or even his own family, which he finds upon a year's trial to answer. Nothing more is wanting to convince him that the scheme must hold good in all cases. He nationalises it by a fond stroke of the pen; in an uncontrollable fit of generosity he gives it to his country; e.g. a panacea to secure the peace of the whole world. The performances of our national emigration songsters generally consist of two notes only.First (say they), let the Chancellor of the Exchequer advance some millions of money; next, catch hold of all the beggars, vagabonds and rogues in the nation; in short, the scum and scrapings of every parish in town and country, and pay their passage out to Australia or America; and this must needs, they urge, be a most masterly stroke of economy: for it will save you in poor's rates and gaol expenses, and perhaps some of the outlay may be repaid when your English beggar grows rich in his new country. There is something so absurdly ridiculous in this, that comment might appear unnecessary -r yet as the cry seems to embody a certain belief regarding a great class in England, and the possibility and policy of getting rid of them by wholesale shipment to the colonies, it is worth a short ...
